Article 16: Doctoral Dissertation Proposal Defense

1. Application

Ph.D. students may apply for the dissertation proposal defense at any time during the registration period, provided they have passed the Written Examination in the Field of Expertise and submitted their dissertation topic.

2. Proposal Defense Committee

The dissertation proposal defense is convened by the student’s dissertation advisor upon the student’s request.

The committee must consist of an odd number of members, with at least five members. At least one-third of the committee members must be external experts. The committee members must be approved and appointed by the Ph.D. program director.

3. Qualifications of Proposal Defense Committee Members

Committee members (including the dissertation advisor) must have expertise in the candidate’s research field and meet at least one of the following qualifications:

(1) Current or former professor or associate professor.

(2) Academician or current/former researcher or associate researcher of Academia Sinica.

(3) Holds a doctoral degree and has significant academic achievements, meeting at least one of the following criteria:

1. Has served as the principal investigator for at least three research projects funded by the National Science and Technology Council (NSTC) in the relevant field.
2. Has published at least five academic journal articles in the relevant field.
3. Has authored a scholarly monograph in the relevant field

(4) Expertise in a rare or specialized academic field with significant academic or professional achievements.

To qualify under this criterion, an individual must meet at least one of the following requirements:

1. Recipient of the National Award for Arts
2. Recipient of the Executive Yuan Cultural Award
3. Nominee or recipient of national or international awards, such as the Golden Horse Awards, Golden Bell Awards (Radio and Television categories), Golden Melody Awards, Golden Tripod Awards, Golden Pin Design Award, Taiwan Biennial, Academy Awards (Oscars), Cannes Film Festival Palme d'Or, Berlin International Film Festival Golden Bear, Venice International Film Festival Golden Lion, and Taipei Film Festival.
4. Has at least nine years of professional experience in a field relevant to the dissertation and has submitted supporting documentation for review and approval by the college's administrative committee.

Committee members appointed under criteria (3) or (4) must adhere to conflict-of-interest regulations.

4. Dissertation Proposal Submission

The dissertation proposal must be typed in Traditional Chinese or English and submitted in multiple copies for distribution to committee members and the program office.

The proposal must include: Dissertation title, significance of the topic (or research motivation), scope of the study (or research framework), conceptual definitions, research questions (or hypotheses), relevant literature review, research methodology (or primary data sources), expected results (hypothetical diagrams may be included), and research timeline.

5. Evaluation and Decision

The committee evaluates the value, methodology, content, and feasibility of the dissertation. A majority vote of attending committee members determines whether the proposal passes or fails.

6. Retaking the Proposal Defense

There is no limit on the number of times a student may apply for the dissertation proposal defense. However, if a student applies for the defense for a second time (or more), they must cover the committee members' honorarium at their own expense.

7. Additional Regulations

Other relevant rules shall follow the Graduate Degree Examination Guidelines of National Chengchi University (NCCU).

Article 17: Ph. D. Degree Examination

1. Ph.D. students may apply for the Ph.D. Degree Examination starting from the semester following their successful dissertation proposal defense.
2. The application period begins after course registration for the semester and ends on the university’s official withdrawal deadline as stated in the academic calendar.
3. The Ph.d. Degree Examination must be completed before the end of the semester as specified in the academic calendar. If the examination is not completed within the deadline, students must withdraw their application within one month after the semester ends. Failure to withdraw within the specified timeframe will result in an automatic failure of the examination.
4. The dissertation (including the abstract) should be written in Traditional Chinese. If written in English, the title and abstract must still be provided in Traditional Chinese.
5. The Ph.D. program does not permit substituting the dissertation with creative works, proof of achievements, written reports, or technical reports.
6. The Doctoral Degree Examination Committee consists of five to nine members. At least one-third of the committee members must be external experts.
7. The qualifications for committee members follow the same criteria as those for the Dissertation Proposal Defense Committee (Article 16).
8. The examination is graded on a 100-point scale, with 70 points as the passing score. The final grade is determined by averaging the scores given by attending committee members. If more than one-third of the committee members give a failing grade, the student will receive a failing result.
9. The Ph. D. Degree Examination is held once per semester. If a student fails but is still within the maximum study period, they may retake the examination once. The actual score earned on the retake will be recorded. If the student fails the retake, they will be dismissed from the program.
10. Other relevant regulations follow the Graduate Degree Examination Guidelines of National Chengchi University (NCCU).

論文題目提報及提案考試申請說明

一、博士生應於專業領域考試通過後一年內線上提報論文題目。

二、論文提報請於學期間自行上政大網頁（在校學生-學術服務-網路申報系統）申報，填寫相關資料並線上確認後，轉成pdf檔

              呈交指導教授電子簽章後回傳助教辦理後續。

三、申請表繳交14日後方得舉行口試。

四、提案口試由博士生本人委請論文指導教授召集之，口試委員名額應為單數，且至少五位；校外委員須占全體委員三分之一

        (含)以上。

五、依本校研究生學位考試要點第三條第4款規定，研究生學位考試應於校內舉行。同學若無法於校內舉行考試，須寫說明書

              並附證明，交由系上簽請校長同意。若考試委員須於校外同步評審，亦須寫說明書並附證明，提案至院行政會議通過。

第十六條（博士論文提案口試）

一、博士生於通過專業領域筆試及提報論文題目後，可在註冊期間隨時申請舉行博士論文提案口試。

二、提案口試由博士生本人委請論文指導教授召集之，口試委員名額應為單數，且至少五位；校外委員須占全體委員三分之一(含)以上。口試委員名單應經博士班主任同意後聘任之。

三、博士論文提案口試委員(含指導教授)，應對博士學位候選人之研究領域有專門研究外，並應具有下列資格之一：

1、現任或曾任教授、副教授。

2、中央研究院院士、現任或曾任中

      央研究院研究員、副研究員。

3、獲有博士學位，且在學術上著有

      成就。

4、研究領域屬於稀少性或特殊性學

    科，且在學術或專業上著有成就。

第三目認定基準（符合下列資格之一

者）：

1、曾擔任與口試論文相關領域至少3   

      件國科會專題研究計畫主持人。

2、曾發表與口試論文相關領域至少

     5篇國內外學術期刊論著。

3、曾獨撰與口試論文相關領域專書。

第四目認定基準（符合下列資格之一者）：

1、曾獲得國家文藝獎。

2、曾獲得行政院文化獎。

3、曾入圍或獲得全國或國際性質之獎項，例如金馬獎、廣播金鐘獎、電視金鐘獎（節目類或戲劇類）、金曲獎、金鼎獎、金點設計獎、臺灣美術雙年展、奧斯卡金像獎、法國坎城國際電影節金棕櫚獎、柏林國際電影節金熊獎、威尼斯國際電影節金獅獎、台北電影節等。

4、擔任與口試論文相關領域工作經

     驗9年以上，並提供相關經歷或

     成果等書面資料送院行政會議

     審議通過。

以第三目、第四目認定基準提請聘任之考試委員，均必須利益迴避。

四、博士論文研究計畫應以正體中文或英文打字繳交數份，分送口試委員與辦公室；其內容應包括論文題目、主題重要性（或研究動機）、主題界定（或研究架構）、概念界定、研究問題（或研究假說）、相關文獻、預定採用之研究方法（或主要資料來源）、預期結果（得列出假設性圖表）及進度表等。

五、口試委員除對論文的價值、進行方式、內容、可行性等涉及論文品質事項提供建議外，應以出席委員多數決，裁決口試通過或不通過。

六、博士論文提案口試無次數限制。惟該博士生若係第2次(含以上)申請，須自付口試委員費用。

七、其他相關規定，依政大研究生學位考試要點規定辦理。

第十七條（博士學位考試）

一、博士生於通過博士論文提案口試後之次學期起，始得申請學位考試。

二、學位考試申請期間自完成該學期註冊手續起，至當學期學校行事曆規定休學截止日。

三、學位考試應於申請當學期學校行事曆規定學期結束日前舉行完畢，未於期限內完成者，應於當學期學期結束日後一個月內提出撤銷，逾期未撤銷者，以一次不及格論。

四、學位論文(含摘要)以正體中文撰寫為原則。以英文撰寫者，其論文題目及摘要仍應以正體中文撰寫。

五、本博士班學位未開放以作品、成就證明連同書面報告或技術報告替代學位論文。 

六、博士學位考試委員會置委員五人至九人，校外委員須占全體委員三分之一（含）以上。

七、博士學位考試委員資格比照第十六條博士論文提案口試委員資格辦理。

八、學位考試成績，以70分為及格，100分為滿分，評定以一次為限。並以出席委員評定分數平均決定之。但有三分之一以上委員評定不及格者，以不及格論。

九、學位考試每學期舉行一次，學位考試成績不及格而其修業年限尚未屆滿者，得申請重考，重考以一次為限。重考及格成績以實得分數登記。學位考試經重考仍不及格時，應予退學。

十、其他相關規定，依政大研究生學位考試要點規定辦理。
