Chapter 5: Ph.D. Student Evaluation

Article 12: Purpose and Methods of Evaluation

The purpose of Ph.D. student evaluation is to enhance the quality of academic learning and ensure the competitiveness of graduates.

The evaluation consists of two components:

1. Qualification Assessment, which includes the Qualification Examination  and the Written Examination in the Field of

   Expertise.

2.Ph.D. Degree Evaluation, which assesses the overall academic progress and dissertation work.

Article 13: Qualification Examination

Ph.D. students who have completed the prerequisite course requirements may apply for the Qualification Examination during the registration period.

1. Purpose

The examination assesses students' critical thinking, potential, and qualifications to continue doctoral studies and conduct research.

2. Content

The examination consists of two written subjects: Communication Theory and Research Methods

3. Examination Method

   (1) The exam is conducted in a centralized format, with each subject lasting two hours.

  (2) Students may answer in Traditional Chinese or English using a computer.

  (3) Books and non-electronic written materials may be used as references during the exam.

  (4) Computer-based testing follows specific regulations.

  (5) The Ph.D. program director appoints two faculty members to set the exam questions, with the number of

questions determined by the examiners. The examiners should ensure diversity and balance in question

        selection.

  (6) If the exam questions for both subjects are too similar to each other and resemble past exam questions, the

Ph.D. program director may coordinate with the examiners in advance to safeguard students' examination

       rights.

  (7) Each subject accounts for 50% of the total score. The combined score must be at least 70 out of 100 to

       pass.

  (8) When formulating and grading the exam, examiners may reference the passing standard for master's

students who have completed Communication Theory and Research Methods courses at the College.

Retaking the Examination:

   (1) Students who fail may retake the exam once.

   (2) If they fail again, they may submit an appeal to the Ph.D. program director within the same semester.

   (3) The Ph.D. program director will convene a doctoral program committee meeting to review the student’s

coursework, academic performance, and both exam results.

   (4) The committee will decide whether to grant one additional retake. If not approved, the student will be

        dismissed from the program.

4. Examination Schedule and Deadlines

   (1) The exam is conducted once per semester, within one month after the semester begins.

   (2) Ph.D. students must apply for the exam at least two weeks before the semester starts.

   (3) Students unable to attend the exam due to illness, emergencies, or other special circumstances must

submit supporting documents within one week of the exam date for approval by the program director.

Failure to do so will result in a zero score.

   (4) Ph.D. students must pass the Qualification Examination by the end of their third semester, or they will be

dismissed from the program. Students required to take prerequisite courses in theory or methodology may

extend the deadline to the fourth semester.

Article 14: Written Examination in the Field of Expertise

1. Ph.D. students who have completed the required coursework and passed the Qualification Assessment

(including the Qualification Examination and the Written Examination in the Field of Expertise) are eligible to

    become Ph.D. candidates.

2. Written Examination in the Field of Expertise

  (1) Purpose

The examination assesses the Ph.D. student’s mastery of their specialized field.

  (2) Content

The exam consists of one written subject, with answers provided in Traditional Chinese or English. The

examination content is determined by the Advisory Committee, based on the student’s area of study.

  (3) Examination Method

The examination format is determined by the Advisory Committee. The Advisory Committee recommends 4

to 6 external examiners, from which the Ph.D. program director selects 2 to set the exam questions. If an

Advisory Committee member is assigned as an examiner, the committee must provide a written justification,

subject to approval by the Ph.D. program director.

  (4) Examination Schedule and Application

The Written Examination in the Field of Expertise is conducted once per  semester. Ph.D. students must

apply for the examination during the registration period, before the university’s scheduled midterm exams.

Exam results must be finalized before the end of the semester’s final exam period. After passing the Written

Examination in the Field of Expertise, the student may propose their dissertation topic. The student must

complete the dissertation topic proposal before applying for the dissertation proposal defense.
